Naperville's City Council will consider issuing up to $41 million in general obligation bonds and amending the Block 59 business district plan when it meets Tuesday, June 16, at 7 p.m. at the Municipal Center, 400 S. Eagle St.
The bonds, designated Series 2026, would be paired with the early retirement of outstanding Series 2018 bonds, according to the official agenda posted on naperville.legistar.com. The agenda does not detail what capital projects the new bond proceeds would fund.
Also on the consent agenda: approval of $42.8 million in cash disbursements for May 2026 and the year-to-date budget report through May 31.
Block 59 amendments
Council members will vote on the first amendments to both the Block 59 Business District Plan and its redevelopment agreement with Brixmor Property Group, which owns the dining and entertainment complex at Route 59 and Aurora Avenue. The agenda does not include a description of the proposed changes. Brixmor VP Rich Dippolito has said two buildings housing five new restaurants are planned for Block 59, with construction starting in late 2026 or spring 2027.
Bauer Road Duplexes
A public hearing on the Bauer Road Duplexes project, also known as Naperville Ridge, will be opened and immediately continued to Tuesday, July 21. The petitioner requested the delay. The 94-unit duplex development is proposed for surplus DuPage Water Commission property on the south side of 75th Street, west of Gladstone Drive.
Electric utility strategy
The council will hear a presentation on "Market Participation with Asset Ownership," the latest in a monthly series of electric utility reports. City Manager Doug Krieger announced the series in March, saying it would conclude in August, followed by a strategic workshop.
Other notable items
The consent agenda also includes a three-year tree-trimming contract with Asplundh Tree Experts, LLC for up to $1.5 million, city insurance renewals totaling nearly $1.5 million through Alliant, a fireworks display permit for Saturday, July 4, renewal of a license plate reader camera agreement with Will County, and a 530-day timeline extension for the downtown Washington Street streetscape project.

Residents who want to speak must sign up online at naperville.il.us/speakersignup by 6:30 p.m. on Tuesday, June 16. No on-site sign-up is permitted. Speakers get three minutes each.
Written comments must be submitted by 4 p.m. Tuesday, June 16, at naperville.il.us. The city will compile and post them with the electronic agenda before the meeting begins.
