Naperville residents who depend on county housing assistance will keep access to those programs for another year if DuPage County's Human Services Committee approves three state grants totaling $313,830 on Tuesday, July 7. The vote carries extra weight: the Trump administration's proposed 2027 federal budget would eliminate the federal programs these grants partially replace.
Why it matters in Naperville
With a median single-family home price of approximately $700,000 in April 2026, according to local market reports, Naperville is one of the most expensive housing markets in DuPage County, where the countywide median sold price sits near $420,000. Income-eligible residents who fall behind on rent or face eviction have limited options.
The county does not publish how many Naperville households specifically are served by these programs. Residents seeking immediate help with rent or utility shut-offs can call the county's 211 helpline or contact Community Services Director Mary Keating's office directly. DuPage County Chief Administrative Officer Nick Kottmeyer recommended that approach at the committee's May 5 meeting, telling board members to refer constituents "directly to Mary Keating in Community Services, with the objective of getting the appropriate referrals in Community Services to the constituent as quickly as possible."

What the grants fund
The money comes from the Illinois Department of Human Services and covers three programs run through DuPage County Community Services for the state's Program Year 27 cycle:

- Supportive housing grant: $102,786 (resolution FI-R-0105-26)
- Rapid re-housing grant: $120,124 (resolution FI-R-0106-26)
The capacity expansion grant is a recurring annual appropriation. The committee approved the same dollar amount for Program Year 26 on April 7. The supportive housing and rapid re-housing grants were first presented as grant proposal notifications at the committee's June 2 meeting and are returning as formal finance resolutions.
A separate $384,000 IDHS Homeless Prevention Grant for PY27 was already approved by the committee on June 16 and sent to Finance. Combined with the three grants on the July 7 agenda, DuPage County's state-funded housing assistance pipeline for PY27 totals nearly $698,000.
Federal funding threat
At the committee's April 7 meeting, Keating told members that President Trump's proposed 2027 budget "zeros out all of the Community Services' programs." She added the county would wait to see what Congress does. State-level IDHS funding is one of the few remaining backstops if those federal cuts hold.
What happens next
After Human Services Committee approval, the finance resolutions move to the Finance Committee for final action before reaching the full County Board. The exact Finance Committee date has not been posted.
