Six apartment projects totaling roughly 1,000 units are moving through Naperville's development pipeline. Only one is leasing.

The Claire, a 90-unit townhome and rowhome community at 1277 Burlington Ave., lists an Oct. 15 move-in date for a two-bedroom plan. City Council approved the project 8-1 in July 2025, and the city's June 2026 occupancy report lists certificates of occupancy for the first five townhomes. Developer Lincoln Property Company markets two- and three-bedroom plans ranging from 1,550 to 1,950 square feet.

The biggest project under construction sits at 1200 Diehl Road, next to the Freedom Commons shopping center. Developer Hines broke ground in November 2025 and received a $70.4 million building permit in March 2026 for a five-story, 306-unit building with 15,000 square feet of ground-floor retail. No opening date has been announced.

Two more projects won council approval in 2026 but have not broken ground.

CityGate II, a 297-unit building by Willow Bridge Property Company, will rise on about five acres of vacant land at Ferry Road and CityGate Lane within CityGate Centre along I-88. Council approved it unanimously on Aug. 18. Projected monthly rents range from $1,900 to $4,400, according to NCTV17. The adjacent Domain CityGate complex runs a vacancy rate below 5%, the developer's attorney Eric Prechtel told the Planning and Zoning Commission in June 2026. CityGate Centre said groundbreaking was anticipated later in 2026.

The Atlas, a five-story, 236-unit building by Bridge Capital Partners, won council approval April 7 for a 4.6-acre site at 2939 Audrey Ave. near Route 59 and 75th Street. Developer-projected rents at proposal time ran about $1,725 for studios, $2,015 for one-bedrooms and $2,465 for two-bedrooms, according to the project listing on Naperville.com. No construction start has been set.

Weston Ridge Apartments, a 65-unit micro-unit project at 540 Weston Ridge Drive near the Route 59 Metra station, won council approval Wednesday, Sept. 23. Units range from 506 to 640 square feet on a former commuter parking lot. Planning and Zoning Commissioner Mark Wright said at the Aug. 19 hearing, as reported by the Chicago Tribune, "I absolutely love this project … I just want to make sure that the developer understands how important that is, and I hope that attainable price point carries through the whole project …"

One project is stalled. The city's Affordable Senior and IDD Housing Project off Tower Court, a partnership between developer Gorman & Company and the Lisle-based Ray Graham Association, has been on hold since at least June 25 while the developer works to complete purchase of the property, according to a city update. Council approved final plans in April 2025. Completion is anticipated by the end of 2028.

Naperville's 2020 housing needs assessment called for adding up to 13,000 new units by 2040. Dan Firks, a Naperville real estate broker who tracks the pipeline for Naperville.com, said the gap between a council vote and a move-in date catches people off guard. He advised prospective renters to plan around the date a building confirms directly, not the estimate announced at approval.

The city's monthly occupancy reports show zero new apartment or condo certificates of occupancy from January 2025 through July 2026, the latest data available.
