Homeowners on the north side of Bauer Road are getting new neighbors.
The Naperville City Council voted Tuesday, July 21, to annex a half-acre of unincorporated DuPage County land at the northeast corner of Mill Street and Bauer Road and approve a six-unit duplex development on the site. The package of six ordinances clears the way for Hawkeye Property Holdings LLC to demolish an existing single-family home on two adjacent parcels at 27W240 and 27W280 Bauer Road and replace it with three duplex buildings near Nike Park and the Cress Creek Townhome development.
Each of the six units will include three bedrooms, 2.5 bathrooms, and a two-car garage, with floor plans ranging from 2,100 to 2,500 square feet, according to plans filed with the city's Planning and Zoning Commission.
What the council approved
The council acted on six items under case DEV-0162-2025: a public hearing and staff report prepared by Community Planner Anna Franco; an ordinance authorizing the annexation agreement, which passed with the required supermajority of at least six of nine council members; an ordinance formally annexing the property; an ordinance rezoning the parcel to TU (Transitional Use) district; an ordinance approving a preliminary and final plat of subdivision; and an ordinance granting a variance to the city's maximum rear yard coverage requirement.
The city has not yet posted individual vote tallies or official minutes from the July 21 meeting.
What it means for the neighborhood
The new duplexes will share an entrance and exit with the adjacent Park Place Rowhomes, a townhome project also developed by Redstart Construction, an affiliate of Hawkeye Property Holdings. Traffic was a concern during the project's earlier review. City project engineer Katie Rubush told the Planning and Zoning Commission at its March 4 hearing that the city did not require a full traffic study because of the development's small size.
"All of the other homes on the north side of Bauer Road are all single-family homes," neighbor Ralph Taylor said at that same March 4 hearing, the sole resident to speak in opposition before the commission.
The petitioner's attorney, Eric Prechtel of Naperville-based Rosanova and Whitaker, described the project at the March 4 PZC hearing as a transition between the Park Place rowhomes to the west and the single-family homes to the east. PZC Chair Whitney Robbins said at the hearing she was "pleasantly surprised" by the renderings, contrasting them with the finished exterior of the adjacent Park Place development, which had drawn community criticism.
The Planning and Zoning Commission voted unanimously on Wednesday, March 4, to recommend approval, more than four months before the council's final action.
